How CAAB manages hiring and staff qualification rules?

Civil Aviation Authority of Bangladesh (CAAB) exercises comprehensive control over all aspects of staff management from recruitment to disciplinary actions to ensure that only qualified professionals maintain the highest aviation safety and operational standards.

Four recruitment pathways

CAAB fills positions through four regulated methods:

  1. Direct recruitment – Primary method via public advertisement for fresh appointments.
  2. Promotion – Internal career progression (major channel for many positions).
  3. Transfer – Movement of staff between departments/directorate.
  4. Outsourcing – Applied to support roles (Mali, Peon, Driver) under the Outsourcing Service Providers Regulation, 2020.

Probationary period (direct recruits)

  • Mandatory 2-year probation for all directly recruited employees.
  • Purpose: Evaluate competence and completion of required qualifications/training.
  • CAAB may extend probation by 1 additional year if needed.
  • Failure to meet educational standards or pass departmental exams results in denial of regular salary increments and possible termination.

Promotion policy

  • Strictly merit-cum-seniority based.
  • Evaluation criteria: Seniority, merit, professional experience, training records, and educational qualifications.
  • Many positions (including all Senior Officer posts) are filled 100 % through promotion.

Training regulation

  • CAAB can mandate specialized/mandatory training at any time based on operational requirements.
  • Employees receive full financial support (training allowance) to remove personal financial burden.

Leave entitlements (10 categories)

  1. Earned Leave
  2. Half-pay Leave
  3. Extraordinary Leave
  4. Special Disability Leave
  5. Study Leave
  6. Maternity Leave
  7. Recreation Leave
  8. Preparation Leave (before major exams)
  9. Sick Leave
  10. Other miscellaneous leaves

Disciplinary regulation (two-tier punishment system)

Minor punishments

  • Censure
  • Withholding of increment/promotion (temporary)
  • Recovery of financial loss caused by negligence

Major punishments

  • Compulsory retirement
  • Removal from service
  • Dismissal
  • Reduction to lower post/grade

Employees have the right to appeal any disciplinary decision to the Authority.

Civil Aviation Officer

4-year Honours degree in Physics, Chemistry, Engineering or related scientific discipline

Senior Assistant

50 % Direct + 50 % Promotion

Graduation or equivalent, computer proficiency, age less than or 30 years (direct recruits)

Junior Assistant

100 % Direct

HSC or equivalent + 3 years relevant experience + basic computer training

Technical Officer

50 % Direct + 50 % Promotion

Honours in science/technical subject OR Diploma/Certificate with excellent academic record + relevant technical training

Stenographer

Direct

HSC or equivalent + prescribed shorthand & typing speed (Bengali & English) + computer training

Office Assistant

Direct

SSC or equivalent

Senior Officer

100 % Promotion

Promoted from Traffic Officer, Civil Aviation Officer, etc. (experience-based)

Mali / Peon / Driver

100 % Outsourcing

Governed by Outsourcing Service Providers Regulation, 2020

Junior Pilot / Junior Technician

Direct + Promotion

Bachelor’s degree, minimum CGPA 2.5/4.0 + specific professional certifications/training
